In this context, I want to mention a reply given by then Union Minister of State for the Development of North Eastern Region, Paban Singh Ghatowar, in 2013’s Budget Session of Parliament. While answering a question on trafficking and missing children, Ghatowar agreed that the count of ‘missing children’ from Lakhimpur ‘has been on rise recently’. ‘But the police is working to trace them down and many have been found also,’ he said. ‘We have issued a notice that a complaint should be registered every time a child goes missing.’

Kailash Satyarthi, who runs a child rights NGO in Delhi makes a dark but apt analogy when he says that buying a ‘girl’ costs less than ‘buying a cow or a buffalo’ in Assam today. In an interview with this writer, he mentioned the newly amended trafficking laws in the country. ‘The Criminal Law (Amendment) Act and multiple decisions given by Supreme Court in the matter of missing and trafficked girls make it mandatory for the police to not only register cases of missing girls but also to probe the functioning of local agents and placement agencies under Sections 370 and 370 (A) of IPC. But it’s a fact that traffickers are still shielded by politicians and the police. It’s because nobody wants female trafficking to stop. They all profit from it.’
